A Meeting of Aberhafesp Community Council was held on Wednesday
25th January 2017 at the Community Centre.
Present - Councillor Alun Pryce (Chairman), Councillor Nigel Hamer (Vice Chairman), Councillors. B. Davies, Richard Jones and Glyn Jones. Mr. Amy.

1. Welcome - a welcome was extended to all present by the Chairman.
2. Apologies - County Councillor Mrs Joy Shearer, Councillors John Nutting, Jeffrey Hopkins
3. Minutes - each Councillor had received a copy of the previous meetings minutes prior to this meeting. Proposed by Councillor Nigel Hamer and seconded by Councillor Richard Jones minutes be adopted - Chairman signed accordingly.
4. Matters arising - Website - Clerk to write to Mr. Curnow with regard to the future of the Aberhafesp website
Highways - some items still out-standing (sign posts etc.) clerk to contact highway officials. Village Green - meeting up-dated on this issue (6 weeks consultation period).
5. Planning - Building at The Old Rectory - meeting again discussed this item at some length -no objection to the actual building but it appears to be a heating system for commercial use rather than just ordinary domestic use. Meeting also proposed that a impact survey regarding the omissions from the biomass system be conducted by experts in that field before any final decision is made.
6. Traffic calming - The Clerk has arranged with a representative of the local Police to attend a meeting on 22nd February 2017 @ 7.30 in the Community Centre to give a talk on the possibility of arranging a Community Speed Watch scheme in the district. Clerk had printed posters - Mr Amy very kindly offered to distribute some posters in the village. It is hoped residents will attend this meeting with a view to volunteering to be part of this traffic calming scheme.
7. Appeal - Tenovus = no action.
8. Other items - P.C.C. - Concurrent functions- future funding- budget for village halls will cease on end of March 2017.
Clerk to attend meeting in Welshpool on March 2nd in preparation for local elections in May.
Rights of way - meeting discussed various issues regarding this item. War Memorials - funding available for repair, restoring etc Cnllr.Glyn Jones to notify the members of the local Church accordingly. Payroll support for Community councils - no action.
Census Test to be held in April prior to the next census in 2021. Montgomeryshire is one of 7 Counties in England and Wales to be chosen for this trial.
Mid & West Wales fire and rescue service -meeting agreed for information held on the data base to remain.
Meeting in Newbridge on Wye on 3rd February @ 7pm concern regarding Powys local plan over future wind and solar farms.
Meeting in agreement for the clerk to approach Mr.Wyn Parry to again act as this Councils internal auditor.
The meeting were informed that the cost of defibrillators would be £1300 each and the district would require three. Proposed by Councillor Glyn Jones and seconded by Councillor Richard Jones that the Council donate £600 - all in agreement.
Mr Amy thanked the Council for their help in the district.
