A  Meeting  of Aberhafesp Community Council was held on Wednesday

9th August 2017 at the Community Centre.

 

Present — Councillor Nigel Hamer (Chairman), Councillor Richard Jones (Vice Chairman), Councillors - Glyn Jones, Jeffrey Hopkins, Brian Davies, Alun Pryce and Graham Green also present - Mr. & Mrs Michael Hughes, Mr R. Amy (residents of the Parish),  Mr. Gareth Davies (Planning Consultant) and Mr. Tudor Watkins (Partner) both with Roger Parry and Partners.

 

1]  A welcome was extended to all present by the Chairman.

 

2]  Apologies - County Councillor. Mrs H Hulme

 

3]  Minutes of previous meeting - each Councillor had received a copy of the minutes prior the meeting. Proposed by Councillor Alun Pryce and seconded by Councillor Glyn Jones minutes to be adopted. All agreed and Chairman signed accordingly.

 

4]   Matters arising - planning results - Glan Llyn, and 10 Tan-y-bwlch both conditional consent. Letters of thanks received from the Centre Committee for the donation towards the de-fibs in the Parish and for the extra £500 donated to Centre funds. The Clerk wishes to apologise for the fact that she issued a cheque including the £500 in one payment instead of two payments in the year for an extra £250 each payment. The next payment will be for £1,000 and the following payments £1,250. The Chairman gave a report of a meeting he had attended over the problems in this County of Broadband reception - some areas are better than others but there is a website available informing the residents of the most recent position to each household .The clerk had been in contact with the Police officer re-speeding through the village - Police checks of volunteers is now nearly complete so progress will soon to be made. Mr Amy informed the meeting that two residents had withdrawn but that others seem to be interested. The traffic monitoring earlier in the Summer was to check what would need to be implemented to the road for the erection of houses behind Beechcroft to go ahead as there seemed to be no high verges and other land owners would have to be involved. No further action at present by this Council up to the applicants of the planning.

 

5] The company presently engaged by the Community Council for insurance have notified the Council that they will not be acting as insurers for Community Councils from next year. Further action nearer the time of renewal

 

6 ]  To follow after item 7.

 

7 ]  Planning - Rhydlydan Mill - withdrawn. Electricity line at Glanrhyd - no objection.

 

8 ]  Outline planning for up to 4 dwellings at land opposite Aberhafesp Church. The original application for 9 was refused by the planners (this Council also objected) yet again there was great discussion over this application. This Council were pleased to see that some of the reasons given by them for the original application which was refused had been ' taken on board '. The Chairman agreed for all present to express their views and the two gentlemen from Roger Parry ad Partners answered many questions put forward by those present -including size of car park for the Church and who would be responsible for the maintenance and to whom would the site of the car park belong. The drive would not be adopted by the County Council and the grass verges would probably have to be maintained by the residents, another issue was the placing of the rubbish bins etc. - referring back to the last meeting Councillor Richard Jones along with all the other Councillors expressed great concern over the need of an extension to the graveyard in the near future. - would it not be possible to implement some scheme in this area at the time of the planning application. The two visitors informed the meeting that the Local Development Plan due out next year would have a range of different status to various areas including villages such as Aberhafesp. The two gentlemen informed the meeting that some of the issues raised would be considered in the application to the planners for outline permission. Proposed by Councillor.Glyn Jones and seconded by Councillor Richard Jones application should be supported- there was a ' show of hands ' by the Councillors only - all agreed. The two representatives of Roger Parry and Partners then left. . 6. The clerk informed those present that after 12 years negotiations with the Land Registry and the help of Michael Wallis land known as ' old quoiting beds ' was now registered to Aberhafesp Community Council. The meeting then discussed what action should be undertaken to utilize this item. Meeting agreed in the first instance for the clerk to make enquiries from different sources the best procedures to undertake regarding the financial implications of the land. Proposed by Councillor Alun Pryce and seconded by Councillor Jeffrey Hopkins in the first instance the land should be valued then the Council could decide what if any-thing further should be implemented at that time. All agreed. Clerk to approach the following estate agents for a valuation- Morris Marshall and Poole, Norman LLoyd and Roger Parry and Partners. Council is to consider the future of the land at a later date when all information is available. Council agreed to pay invoice from Wace Morgan and Tomley 8. other items Councillor Graham Green offered to produce a new notice board for Bwlchyffridd. Proposed by Councillor Graham Green and seconded by Councillor Nigel Hamer old telephone kiosk in Bwlchyffridd be used for the new de-fib - all agreed. Balance at Bank -£3,818.31 (payment from P.C.C. due this month). Mr. Amy had written to the Council suggesting that maybe residents present at meetings might have the opportunity to express their views especially over planning applications - the Chairman had already declared this meeting more informal than some, with everyone able to speak

 

There being no further business Chairman closed meeting at 8.35.
