A  Meeting  of Aberhafesp Community Council was held on Wednesday

8th November 2017 at the Community Centre.

 

Present — Councillor Nigel Hamer (Chairman),  Councillor Richard Jones (Vice-Chairman) Councillors - Brian Davies, Graham Green, Glyn Jones, Jeffrey Hopkins and Alun Pryce,  County Councillor Mrs. Heulwen Hulme.   Also present: - Mr R. Amy, Mr. Andrew Jones and Mrs. Carole Jones.

1]  A welcome was extended to all present by the Chairman.

 

2]  Apologies - Nil.

 

3]  Minutes - each Councillor had received a copy of minutes of previous meeting in advance. Proposed by Councillor Jeffrey Hopkins  and seconded by Councillor Graham Green minutes be accepted - all agreed - Chairman signed accordingly.

 

4]  Matters arising - invoice for payment from Wales Audit Office. Receipt from Norman Lloyd but no response to recent correspondence. Planning update - House near Lynwood, items concerning Old Rectory - no decision on either property. Village green - Mr Amy stated that a meeting is to be arranged for 23 / 24th January. Outline application for dwellings near Church - refused

 

5] Planning - detached dwelling near Glanrhyd - (Clerk declared an interest in this application), the meeting discussed this application at some length and were informed that so far some issues still to be resolved regarding highways and sewerage. The fact that another property has been built in that area was noted. The siting of electricity cables might have to be resolved. Proposed by Councillor Richard Jones and seconded by Councillor Glyn Jones application be passed - all agreed. County Councillor Mrs Hulme informed the meeting that after February 'in filling' of properties would become very restrictive in areas such as this - meeting felt that this was a rather strange approach by the local authority considering lack of housing.

 

6 ]  Planning workshop - to be held in Newtown on 21st November Chairman Councillor Nigel Hamer and Vice Chairman, Councillor Richard Jones to attend.

 

7 ]  Other items - The future of the land in Bwlch-y-fridd was discussed and County Councillor Mrs Hulme gave details of prices regarding planning procedures from P.C.C. Meeting agreed for Mrs Hulme to enquire would the planning department be in agreement to meet with this council. Proposed by Councillor Richard Jones, seconded by Councillor Alun Pryce - clerk and Chairman to arrange if planning department in agreement. All agreed. The clerk reminded the meeting that the annual precept request would soon have to be decided - Chairman pointed out that the cost of items concerning the land in Bwlch-y-fridd and other issues would have to be considered. County Councillor Mrs Hume gave an update on highways issues -- Grass cutting next year hopefully back 'in house' due to complaints, there had been 14 'near misses of highway personal, potholes will be dealt with by a new jet machine, no major road resurfacing in this area. 2017/2018 - salt etc distribution the same as current year, concern expressed by Councillors over lack of salt etc. on school bus route and Bwlch-y-ffridd pitch
