1. A welcome was extended to all present by the Chairman and in particular a very warm welcome back to County Councillor Mrs. Joy Shearer who in turn thanked this Council for card and enquiries.
2. Apologies - Councillor Richard Jones
3. Minutes of previous meeting - each Councillor had received a copy of the minutes prior to this meeting. Proposed by Councillor Brian Davies and seconded by Councillor Glyn Jones minutes to be adopted - all in agreement - Chairman signed accordingly.
4. Matters arising -Signs - damaged signs in Aberhafesp village not yet replaced but on order. Directional sign at Crossroads in place.
Website - some info still not in place -clerk to monitor. Village Green (Hillcrest) no further information. Planning at Old Rectory -no progress.
Traffic calming - the meeting held on 22nd February organized by the Community Council with a member of the local Police in attendance was very informative and some local residents showed an interest in becoming volunteers for the scheme under the guidance of the Police. The possibility of purchasing a 'flashing 'speed sign will be left until such time as the traffic calming scheme has been tried due to the cost of £4000.
5. Outline planning for 9 dwellings land by Aberhafesp Church - this item was discussed at some considerable length of time with supporters expressing their views both for and against. Eventually a majority vote by a show of hands by the Councillors resulted in this Council not supporting this application due mainly to the visual effect it would incur on the village and the peaceful setting of the Church.
Councillor Glyn Jones declared an interest. This Council will also bring to the attention of the planning department incorrect issues in the paperwork submitted by the applicants agents - there are no bus routes through the village as stated and no amenities both of these items giving a false impression of what is available. This Council was also of the opinion that if the planning is successful that a footpath be erected
between Hillcrest and the development.
6. The clerk had attended a meeting in Welshpool for preparation for the forth coming County Council and Community Council elections due to take place on 4th May 2017. Clerk issued existing members with all the necessary paperwork needed for re-election and offered to convey the completed forms to Welshpool on 29th March.
7. other issues - Highways -wall at Old Rectory beside B4568 needs attention and hedge at Glanrhyd both residents to be notified.
Other highway issues - Drains at Lletty, Potholes below Garreglwyd, gutters at Cefn lane, tarmc at Aberhafesp hall corner - clerk to notify highways department accordingly.
One Voice Wales - membership -meeting agreed to support this item. Notification from Powys County Council re-cycling reduced to four days (not Mondays) residents will be notified at a later date of details. Appeal from Wales Air Ambulance - proposed by Councillor Nigel Hamer and seconded by Councillor Brian Davies £100 be donated -all in agreement. Councillor Glyn Jones enquired as to the situation regarding the defibrillators - meeting informed that training had taken place by residents at Hillcrest and that monies left raised mainly from the coffee mornings and donations forth coming from Rhydfelin Chapel and this Council would go along way to paying for another unit here at the Centre.
Clerk gave a financial up-date £5994.37.
