A Meeting of Aberhafesp Community Council was held on Wednesday
7th December 2016 at the Community Centre.
Present - Councillor Alun Pryce (Chairman), Councillor Nigel Hamer (Vice Chairman), Councillors Brian Davies, Jeffrey Hopkins and Richard Jones. Also present Marjorie Price and Richard Amy - residents of Aberhafesp.

1. Welcome was extended to all present by the Chairman.
2. Apologies - County Councillor Mrs Joy Shearer, Councillor John Nutting
3. Minutes of previous meeting had been circulated to each Councillor prior to the meeting. Proposed by Councillor Brian Davies and seconded by Councillor Nigel Hamer minutes to be adopted -all agreed-chairman signed accordingly
4. Matters arising - Telephone kiosk at Blackwelll - clerk had emailed clerk in adjoining Parish enquiring if the other district was interested but no reply. Meeting agreed to continue with the application to 'adopt' said kiosk. Clerk read letter thanking Mr Green for his help with the 2 kiosks already 'adopted'.
Website - Mr Curnow had emailed the clerk stating he would update the site with details of the Councillors after his return from Prague. Chairman and Mr. Curnow had met at the home of the clerk to discuss the future of the site.
Openreach - Clerk had been in contact with Openreach concerning the 'green box' sited on the land used for parking etc. in Bwlch y Ffridd it appears in this case permission was not necessary.
Planning results -Tynycwm and land at Hillcrest - conditional consent.
Highways - Sign at Crosssroads, drains in Bwllchyffridd - no action so far - clerk to follow up.
5. Financial update and Precept - clerk had prepared a estimated budget for the forth coming 12 months -proposed by Cnllr. Richard Jones and seconded by Councillor Nigel Hamer budget be adopted. Precept -this item was discussed at some length and meeting decided to increase the precept this coming year by £350.proposed by Councillor Jeffrey Hopkins seconded by Councillor Richard Jones. Councillor Nigel Hamer declared an interest as future possible funding for the centre was discussed.
6. Traffic problems -the clerk gave a report of a telephone call she had received from Newtown Police regarding any problems in the area - the traffic speeding through the village was discussed with the police officer offering to come out and give a talk to the Council and any interested residents on a traffic calming scheme the police are arranging. The clerk had also received literature from the Green Party on the same subject. Meeting agreed for clerk to arrange meeting early next year.
7/ Planning at the Old Rectory - the meeting discussed this issue at great length but the clerk has since been informed that this particular application has now been withdrawn, The clerk has notified the Chairman accordingly and it has been decided for the clerk to retain the comments of this Community Council until the application is re-submitted.
8.Other issues - Highways - road at Tanyfron needs attention (appears to be a water leak). No piles of salt in district.
Mr. Amy notified the Council over the recent details of progress made to ensure some of the land at Hillcrest be retained as a area for the local children to play on as has been the case for a great many years - meeting agreed to support this item - clerk to notify planning department.
There being no further business Chairman closed the meeting at 8.45.
Cheque received from P.C.C. payment for paper recycling.
