The AGM of Aberhafesp Community Council was held on Wednesday
17th May 2017 at the Community Centre.
Present — Councillor Alun Pryce (Chairman), Councillor Nigel Hamer (Vice Chairman), Councillors - Glyn Jones, Richard Jones, Jeffrey Hopkins. Newly elected County; Councillor Mrs. Heulwen Hulme. Mrs. A Griffiths and Mr. R Amy.
Before the start of the meeting each Councillor present signed ‘Declaration of acceptance of Office’.

1] Welcome — a welcome was extended is all present especially to the new County Councillor — Mrs. H, Hulme.
2] Apologies - Councillors Brian Davies and Graham Green.
3] Chairman’s report: Councillor. Alun Pryce gave a brief report of the work undertaken by the Council in the last 12 months. There had been 8 meetings (minimum is 4) and 8 planning applications of various types. Chairman thanked his Vice Chairman Nigel Hamer and the other Councillors for their support and the clerk for her assistance.
4] Clerk’s report - Clerk also expressed her thanks is the meeting for their support, the Chairman and Vice Chairman always ready to assist and to all the Councillors for their attendance, help and local knowledge. The Clerk as financial officer for the Council gave a report of the audit and each person present received a full copy of the accounts copy also displayed in Centre for public to Study) Proposed by Councillor Glyn Jones, Seconded by Councillor Richard Jones accounts be accepted – all agreed. Councillor Richard Jones made reference to the poor amount of interest available at this present time.
5] Election of officers - The present Chairman, Councillor Alun Pryce expressed a wish to ‘step down’, as he had been Chairman for 3 years, so allowing a younger person to experience the position. Proposed by Councillor Glyn Jones and seconded by Councillor Richard Jones, Councillor Nigel Hamer to take over the role of Chairman. Vice Chairman proposed by Councillor Jeffrey Hopkins and seconded by Councillor Glyn Jones, Councillor Richard Jones to undertake that position. - both gentleman accepted the appointments. New Chairman Councillor Nigel Hamer then conducted the meeting first thanking Councillor Alun Pryce for everything he had done for the district during his term of office.
6 ] Minutes of previous meeting --- each Councillor had received a copy prior to the meeting – Proposed Councillor Alun Pryce and seconded Councillor Jeffrey Hopkins minutes to be adopted – all agreed, Chairman signed accordingly.
7 ] Matter's arising - Insurance - cheque to be raised at end of meeting
8 ] Other Items – Clerk had made enquiries about site being prepared in Kerry for use by the ‘speed check van’, Chris Lloyd (Highways) reported that the said site had been surfaced by ‘ left overs’ from another job.
Clerk had also informed highways dept. of the very poor visibility at the cross roads above Caersws on the B4568 (although not in this district) due to a white weed. Clerk also reminded highways that the road surface around the Lletty still needs attention.
Concern was expressed over what appears to be a new entrance at Rhydlydan — officially not this council’s area but boundary of property is Aberhafesp and has caused concern in the past. Clerk informed meeting that in the past Clerks received a full list of planning applications which enabled them to ‘spot’ any adjoining Councils planning applications which could have some bearing on this Council — unfortunately we now only receive our own. County Councillor Mrs Heulwen Hulme stated that she would be receiving a full list and would of course inform Aberhafesp council when necessary and would also look into any planning (if any) that has been applied for recently at Rhydlydan.
Concern was expressed of what appears to be a change of access at the Lletty. Clerk checked previous minutes —planning application in October 2015 but no reference to new access —clerk to check planning application and report back at next meeting.
Insurance — meeting discussed the position regarding insurance of the defibrillator - clerk to check with insurance company and County Councillor H. Hulrne will check the position regarding Tregynon » item to be discussed fully at a later date when all info. available.
9] Planning — single dwelling at Tyn-y-tra, Bwlchyffridd — unfortunately due to the recent computer security problems clerk had been unable to print off details of planning as usual but meeting discussed the application noting that the sewerage would be connected to mains - no objection Proposed by Councillor Alun Pryce, seconded by Councillor Jeffrey Hopkins — all agreed.
Item to late to add to agenda — modification of clause 106 10, Tan-y-bwlch, Councillor Richard Jones expressed concern over the extent of the modification to the clause - as with the previous planning clerk had been unable to get further info. — item to be discussed fully at next meeting.
With the permission of the Chairman Mr Amy addressed the meeting re the progress regarding the suggested Village Green site at Hillcrest - meeting agreed to further support this application and clerk to write to officers concerned accordingly. Proposed by Councillor Alun Pryce, seconded by Councillor Richard Jones. County Councillor Heulwen Hulme informed meeting that with planning applications if 9 dwellings are proposed a play area for children is not a condition of consent but, with l0 it is. Mr Amy also informed those present that it appears the said problem of the heating system at The Old Rectory seems to be resolved with no smoke or fumes apparent.
There being no other business Chairman closed meeting at 8.30.
